Many of us faced the following problem after updating Windows

the ordinal 459 could not be located in the dynamic link library urlmon.dll

This problem is caused by Internet Explorer 11, and the solution is to remove IE 11.

To solve the problem, follow the following steps:

1. From the Control Panel open Programs and Features.
2. From the left panel click on "Turn Windows features on of off".
   
   
3. A new dialog will show up.
4. Uncheck Internet Explorer 11; this will revert IE 11 to IE 8.
   
   
   
   
   

   
5. This will solve part of the whole problem, you will be able to enable themes and use
   other corrupted programs, but some Windows program won't fully work, for example showing
   Windows Services will still non functional, to solve all problems you need to install IE 9
   of IE 10
6. Install IE 9 or IE 10 from Windows Updates or from Microsoft website.
7. Note: Do not allow Windows Updates to install IE 11 again, you can just hide this update.
